Nothing really unusual happening here, except that since it's for HSR not a real highway need Caltrans almost certainly isn't negotiating aggressively. If they've gone to Eminent (not Imminent as stated in the article!) Domain for some needed property, it's probably because of a combination of time and an intransigent owner. Frankly, it'll be an improvement for 99 due to some really poor ramps in that area left over from the original freeway about 70 years ago.

If Caltrans is moving the freeway to the west, though, I don't know why they would be condemning parcels from UP as stated in the article. The freeway is moving farther away from UP (yard is presently along the east side of the freeway). Perhaps that's HSR acquisition not Caltrans, but in the same area?
