Interesting that in a letter to San Bernardino Co. FRA calls its process on an Xpresswest loan "suspended" until Desert Xpress resolves its issues; my understanding is that Congress forced DOT to "suspend" work on the loan and effectively prohibited FRA from working any further on the project (after the FEIS and ROD were completed under the Congressional radar). The problem isn't Xpresswest or Desert Xpress; it's the No-HSR-anywhere (really, NOPE ... Not On Planet Earth, especially passenger trains) crowd, which is also trying to kill the Texas HSR project and All Aboard Florida, and succeeded in killing the actual HSR project in Florida. CAHSR of course will eventually die on its own absent miracles of funding, organization, and authorization (The Proposition was actually designed to prevent HSR from being actually built). IMO if Xpresswest were to come up with completely private funding, which is still possible, Congress would kill the agreements that are now in place allowing work along I-15 and would prohibit any other agency from working on its permits as they did with FRA. The economic or transportation viability of the project has nothing to do with it.
