Target has a large distribution center in Lacey, WA., and enjoys favored customer status with Evergreen Steamship Lines at Pierce Co. Terminal - Port of Tacoma. PCT will mount their import load on chassis upon arrival at dock; Target's dray hauler also gets to bypass the ingate phones & go directly to their can. I'm guessing Target and / or the dray hauler pay extra for this service.
