Metrolink, new line in 2020? "Metrolink Inland Valley Line Extension"

Hello, does anyone know the validity of these videos?

Says a new Metrolink line, using parts of the Riverside line and the San Bernardino Line, called the "Inland Valley Line Extension."

What I dont understand is that after Ontario Airport, says that Fontana, Rialto, San Bernardino are next.
How can it get from Ontario Airport to the Fontana station? As far as I know, new track/right of way would have to be built. I'm not aware of any track in that area that could possibly accomplish that.
