Mostly crossing signals and ATC (PTC) issues. The current DOB might list as many as 40 to 50 crossing malfunctioning or disabled. The railcars themselves are suspect to breakdown. No doubt it will get better but it might take a lot longer than they are willing to admit. Final inspection of track (FRA) and crossings- ROW (PUC) might add another can of worms and delay running for additional months.
