Scanner Question

I had a scanner during the 1990s that worked fine. The last time I tried to use it a few years ago was in the Wyoming Power River Basin. All I got most of the time was a static like sound. I concluded BNSF and UP were using digital. Don't know if I was right but am sure my scanner would do only analog. Any ideas since I'm about to buy a new scanner? I intend to return to Wyoming.
