I didn't see anything at FRA's Complete Environmental Reviews web site that obviously (from the title and summary) pertained to the Auburn location (http://www.fra.dot.gov/Page/P0212#WEST%20&%20ALASKA), but if the work is entirely within the existing railroad r/w it would qualify for a NEPA CE anyway so nothing would be published. Lots of other work in the Cascades corridor has been cleared, though.
