San Rafael Will Lead In Quixotic Quiet Zone Quest

The citizens of San Rafael and Novato apparently hate the train horns and are demanding action by their city governments in establishing a quiet zone in their respective hamlets.

One irony is that for all the trouble Novato won't have to go to to get a quiet zone built in their city, thanks to San Rafael taking the lead, they are still building themselves a downtown station which, if they succeed in shuttering the San Marin Station which was on outskits of downtown and not near any houses and shift the SMART service to the downtown station, which is what the downtown landowners and chamber of commerce types seem bent on achieving, at great cost to the town though not themselves in any way, then the train will still be blowing every time it leaves the station. And for all we know, it probably has to blow when it arrives at the station. So if Novato is right and everyone lives next to the downtown station bla bla bla, the horn will still be there every time a train comes through.

How wise an idea is this?. In San Rafael the track follows curves almost the entire route through town. The train will be surprising people for sure. It is dangerous, I feel.
