Yes, and what makes you think that driving is any different? The number of places in developed countries where roads are not government operations is approximately zero. Certainly the case in the US - even the toll roads are government-owned in all significant cases. If the government were to stop maintaining roads entirely, how long do you think any random Interstate would remain usable?
