The FRA Administrator is not a high-priority appointment with the thousands of other jobs that need to be filled. Incumbent Administrators during a major administration change typically step down prior to the inauguration and the job will be handled by an Acting Administrator for several months until a new one is appointed by the President and approved by Congress.
