What he is saying is there is a very strong argument for "off the shelf" especially when it involves sophisticated equipment. Remember BART's motors from Garrett?

Maybe the US is revolting over some the of the really stupid recent excesses, like buying steel from China for the troubled Bay Bridge western span. There was a much better argument for holding out for US manufacture there. HSR rolling stock is a great deal more tricky then steel structural members.

Just consider the problems that have been encountered with Breda vehicles and that company had racked up realworld experience in the field.
