Yes, a certain amount of "retraining" will be required. Ordinarily, CHP is pretty good about informing railroads when they're working something along the tracks, so railroads can stop traffic or run a slow order for a time. Obviously, there is blame to go around here and NONE of it is the railroad's if they weren't informed of the actiity.
