Larry's search engine. This time he found the article in The Moscow Times about the gauge change underway on the Sakhalin Island, developed by Japan, now back in Russia.

Thus the gauge change from British Cape Gauge 3' 6" (1067mm) to Russian 5' 0" Broad Gauge (1520 or 1524mm)
