New turned signals installed on # 1 and #2 track BNSF Kern Jct

While walking the Dog, Seth, I came upon Kern Jct this morning and noticed new signals
on the # 1 and # 2 track Kern jct Eastbound (Southbound) for the UPer's and also noticed
active signals burning red east of the Jct too. SJVR branch the old button willie also has new CTC signals west of Truxtun ave and they are turned and not active as of yet.

Please explain the reasoning and what is UP with that.
