Railroad operations are railroad operations not amusement park rides. Operations are handled under a specific set of rules found in 49 CFR parts 200-299. It is serious business. If you are looking for amusement rides go to the board walk. If the railroads choose to carry the public it is their prerogative to do so. Regardless of what is operating sometimes there are mechanical problems. It isn't necessarily a violation of rules; it is the nature of the beast. As pointed out automobiles have problems. Airplanes and ships have problems. Railroads can't be faulted because of a mechanical failure. It appears that the problem was handled in a professional manner using the system, emergency response and hazmat, put in place because these things are expected to happen. This is a non-event except for those people who want to make mountains out of mole hills. Get over it.
