Most likely IGBT controls.
The quote is, however, taken from the section about permanent magnet motors, which are more compact than conventional squirrel-cage motors (and most likely lighter).
The issue with hub motors is that they lead to higher unsprung masses, which increases wear and tear on the tracks/roads.
The technology (hub motors) is not that new. The last series of trolleybuses in Basel comes to my mind. Those Neoplan 6008 articulateds had 4 motors at 50 kW, and the prototype was built in 1993, and a batch of 11 further in 1995. Despite their advantages (low-floor, etc.) they could not prevent the end of the trolleybus operation. 7 of them found a second life in Ruse in Bulgaria, where they were phased out in 2015.
