Re. reactivating the second track at the summit: unlikely. It has grades and more curves and several tunnels that would need daylighting or reaming out for clearance. Besides, most of it is now officially a trail. As long as the present tunnel doesn't drastically impede traffic it's not a realistic option, and even if that were to happen, they have the Feather River route as an alternative to drain off some traffic.
