The OP said nothing about ISIS or terrorists. He was no doubt referring to the groups who have announced plans to blockade DC Metro and other forms of transit and public access leading to the inauguration site. Haven't seen any published references to CSX, but it would be prudent for any rail company to be prepared when events like this are going to take place near their property.
