In simple terms the goal is to avoid using the rotaries as long as possible. The flangers, spreaders and Cats handle most snow falls and, more importantly, keep the areas adjacent to the tracks clear. Once the rotaries go to work the tracks are surrounded by snow walls requiring a lot more rotary operation for future storms.
