The closest I can come is that the canal is some part of the Delaware and Raritan Canal. The main canal went from Bordentown to South Amboy, but there was a feeder canal from north of Trenton that fed water to the main canal. This could potentially have been taken by the feeder canal, but the B6 is unusual in the area, as far as I can see. It's possible the photo might have been taken near Bordentown, too. The Union Transportation Company even in the 1940s was something of a raifan magnet for its leased B6 locos (and it ran the last active PRR steam in 1957). The short train would also suggest UTCo. Beyond that, hard to say.
