This vast conspiracy you speak of to maniplate water supplies, even going so far as changing weather patterns with supernatural powers to create the greatest drought in the west in the last 800 years, in order to facilitate the "discounted" procurement of a few hundred feet wide strip of ROW is truly delusional......

The initial planning for CHSRA started sometime around the mid nineties, IIRC I was sent to my first "waste of time" HSR meetings to hear the visionary and magical encantations of Chairman Kopp around 1996. A google search probably can probably find the legislation that started this fiasco sometime before that time.

The pressing "need" for HSR came out of another political "circle jerk" called "Project California" back around 1993, in response to the future lack of intrastate aviation capacity that was going to "cripple" the State's growth (but our future gridlocked freeways wouldn't...?).

Today's intrastate air travel numbers are still not back up to the mid nineties for most CA airports. It's amazing what the State budget crisis, technology like skype, a great depression, excess military base capacity, and the end of really cheap air fare discounts, did for that forecast of future doom and gloom.

As we continue to piss away these billions on the critical high speed rail travel demands between Chowchilla to Fresno, we continue to ignore the forecast we did correctly predict back then, something that creates millions in lost productivity and wasted time every single day for every one of us, that most of our urban and even many rural freeways were going to be gridlocked.........
