Actually Richard's remarks bring up a good point, there may have been a time when the FRA
standards for haz mat movments made the upgrade cost more than the value of the freight. But,
that being said, you can't haul passengers on exempt or class 1 track so since they were doing
so you'd think the haz mat thing would be a non-issue. Most likely nobody ever went to Suburban
and asked!
