Yes, the Trump administration has talked many times about reviving the coal industry, but at the same time they have talked about also dramatically increasing oil and gas production, and several of the key cabinet appointments have long histories of heavily supporting petroleum. Unless the government starts actively intervening in energy prices and markets to favor coal, which appears unlikely at the moment, the promises to coal might be among the harder campaign promises to keep.
