Strange unit train on Oregon Trunk

On Thursday morning I was in Redmond and a northbound unit train went past. It had a BNSF Dash 9 and a NS GE, plus two SD60M's( which I normally see in local service in WA) followed by about 50 tank cars with white painted ends. I couldn't tell if they were loaded or empty, I was a small distance away. What was this? I have never seen cars like them before.

Also, I noticed traffic was quite low. I was near the tracks for over 14 hours and I only saw a small southbound manifest and this train. Still issues in the FRC?
