They are called "dog houses" and were a place for the brakeman to be out of the weather and able to keep an eye on the train, both sides! Usually heated (steam heat, duh!) and out of the extreme heat found in the cab. Also out of the way of the engine crew. Everything was pretty much handled with whistle signals so there was no real need for other communications.
