BG&CM stands for the Bountiful Grain & Craig Mountain Railroad, which started operations of the surviving parts of the old Camas Prairie Railroad east of Lewiston, Idaho, in December 2002. They are one of the Mike Williams Group shortlines, owned and operated under the umbrella of the Midwest Pacific Rail Net & Logistics company. Their route map in on their website at the following:

About two weeks ago, the BG&CM filed with the STB an application to purchase the Jaype line from the Great Northwest Railroad, who received approval to abandon the line back in 2004 but otherwise never consumated the abandonment. I know the Williams Group has been wanting to run log trains out of Jaype for at least a few years now. The entire text of BG&CM's application can be found here:

The STB gave its approval to the transaction yesterday (1 March), stating it can become effective anytime after 15 March:
