Interesting to see Ron Tutor's name.
Before he sold out to Nancy's hubby, it was Tutor-Saliba, arguably the most litigious construction firm in the US if not the known world. He hired excellent shysters and mediocre construction personnel. And the specialty was public projects- nobody dumber than gummint employees. T-S played them like ukeleles, and made bazillions on claims, bidding [low] accordingly.
Nuke Sacramento, and heck, throw in San Francisco, if Mr and Mrs Nancy are in residence.
