Amen to what Ed said. Tutor-Saliba had most if not all of the contract upgrade work on the Richmond-San Rafael Bridge for Caltans around 13 to 16 years ago. They were rumored to have had more lawyers working on claims than engineers working on construction design. They were highly skilled at sucking taxpayer dollars out of the system and into their pockets. If there is a Tutor involved in CAHSR, prepare to be screwed backwards and forwards, side to side, up and down. More than once.
