That's just smoke puffs; no competition for Alcos & GEs. And from the sound, the driver was skipping a couple of notches each time with that light train.

Notice also that it didn't do it on startup; started doing it at probably 1/3-1/2 throttle - after the turbo had declutched and was running free.
