Is probably the reality, but a dumb one [supriiiiise]
As it is trucks that do the bulk of the damage to pavement, and almost all the damage to bridges, and autos are getting smaller while trucks get bigger, a tax on number of axles/weight make a heck of a lot more sense- except to the trucking industry who has jerry in its pants
