My guess is to the locals in Eureka, they have long forgotten about trains, and are happy that something is finally going to replace the rusted metal and weeds.

The only people who care about the trains, frankly, are people who don't live in Eureka, and have some pipe dream of some mythical industry coming in (that the locals don't want) and commuter trains to San Francisco (hey, it's only a couple hundred miles away)...sorry to say but the ship has sailed. Time to get those GP9s off-loaded onto trucks and hauled out, and move on with life.
