Ever since Caltrans rail who runs the capitols laid up bad order the pair of B32 locos 2051-2052 they have been power short. Then they added two San Joaquin comet train sets with no added locos.. So CDTX had been leasing Amtrak P42's for about 4 years. Amtrak seems to run there locos right to the max. When they sold a few P42 to NE commuter railroads then robbed the trucks from rebuild-able P40's at Beach Grove they are stretched out flat. No reserve. The other railroads keep a spare factor. Maybe Amtrak accountants say run it or sell it about locos. Cal-P
