An email to a colleague from a Petaluma City Councilmember
states, "Farhad is making it up."

An FRA email describes some minor paper work amendments that
may be required but does not claim the QZ has been nullified.

A letter from Petaluma to the FRA also specifically asks whether
the minor paper work amendments means that the FRA is enforcing
the QZ at the present time.

Did the FRA communicate with SMART or is Farhad making it up?
