One correction, though. It was the Niagara Frontier Transportation Authority's bus service, not a light rail line, which was kept out of the mall. The mall management claimed the pavement could not support a buses, even though tour buses from Canada were allowed on the property.
The case which you cited involved a young mother who was working at a fast food joint in the mall. She was doing what many people wanted her to do - not staying home and collecting public assistance, but going to a low-paying job to support herself and her young child. On day, on her way to work, she tried to cross a busy, wide road and was hit by a truck. This tragedy could have been avoided if the transit authority buses were allowed on the mall property.
Sadly, mall owners around the country continue to force transit operators to remove bus service from their properties. This practice creates barriers for people without cars trying to access employment opportunities in suburban malls.
