I listened to the start of the April NCRA meeting posted to Youtube by nwppzler (

NWP legal counsel, Mr. Bosco, gave a brief status update on the Lagunitas Spur (north of Petaluma). He says they did finally get all of their permits after a little over a year. But, bad news is that bids for doing the work came in close to $1 Million, and Lagunitas was expecting to spend only about $250,000. So, they have a problem to solve.
Why is a spur so expensive?
