Seems to me as part of the bill that created Amtrak and all the rest it did that there was something to the effect that service conditions and levels had to be maintained. It was under this provision that John Reed was able to sucessfully remove the Super Chief name from Amtrak's use. That should also require that prevaling levels of track maintenance had to be maintained. Therefore it would seem to me that there could be one heck of an action brought against the wonderful UP for non-maintenance in lots of places; most of all the Coast Route. Andy
