2 NWP questions

Two questions, one very local and the other general. I see a new retaining wall going up along Lakeville in Petaluma behind Long's Drugs. Is this the new spur to Dairymens Feed I read about?

The other has to with the typical width of the NWP right of way. Is it generally wide enough to accomodate a second track? Is there enough room to slip in a single track built to light rail standards alongside the freight line? I know in some places it has really been narrowed down(like the aforementioned Lakeville)but other routes could be found in those spots. I am imagining the possibility of Sonoma County building its own small light rail system on the cheap. Some street running, maybe low floor - not totally out of the realm of possibility.
