Strange consist on #11 this morning

I though Amtrak had mothballed all the P32s, or turned them into switchers. But the hour-late SB Starlight this morning had #510 leading with a Cascades F59phi helping - 510 looked like a P32. Unusual paint scheme - dark blue on top over silver, no logos. Is this a symptom of Amtrak needing to run anything that starts these days?
