Freight Power on SF Peninsula

Why doesn't UP use 6-axle power on the peninsula? It seems like it would make more sense with the big rock trains they run to Redwood City, and I seem to recall seeing pictures of an SD70 on the Port lead. Is it an issue of industry trackage in SF not being rated for the heavier power?
