According to the book "Portrait of a Silver Lady" (page 7), Judah and Huntington checked out the Feather River and decided a railroad could not be built there, although I haven't seen that anectdote mentioned elsewhere. I beleive that eventually the Spring Garden tunnel routing allowed the WP to avoid the problematic portion of the canyon, probably not feasible to construct in the 1860s.
