Two engines were used in the movie.

The opening sequence features Sierra Railway No. 18 (not V&T 18). Sierra 18 may still exist somewhere in inoperable condition, per the book "Movie Railroads".
For the station sequence, where Judy Garland steps off the train singing her famous song, V&T No. 22 was used, still very operable and restored at the Nevada State RR Museum.

The two engines are quite different looking, but that never stops Hollywood.
