Ok, I got around to searching and foumd the "FRA Bridge Safety Standards Final Rule," dated 2010. I see FRA requirements for a bridge inspection plan, annual inspections, use of qualified inspectors, calcs of safe load capacities, and internal audits. Yep, that's a lot for a shoestring shortline to swallow.
