WSDOT and ODOT both pay for the trains' operations.

I believe ODOT started by placing the WSDOT logos on the two ODOT owned trainsets as a gesture that it's a joint partnership. WSDOT reciprocated and placed the ODOT logo on its equipment as well. Notice, however, on the Chargers that the ODOT logo is miniscule compared to the gianormous WSDOT logo (maybe they used the same decals that adorn the smokestack of each Ferry?)

But at the end of the day, ODOT owns the two new Talgo trainsets and I believe one or two of the cabbages.

WSDOT owns pretty much everything else, except for the F59PHIs. Amtrak owns those.
