The Rockies do have "tectonic" earthquakes from time to time, sometimes even fairly big (mid-5s and 6s) like this one. Because they're so rare, most places in the Rockies don't have strong earthquake-oriented building codes (and generally have really old buildings anyway) so local damage from the bigger quakes can be significant.
The Yellowstone plume does disturb things regionally, so there are more quakes in the northern US Rockies than elsewhere, but they occur occasionally everywhere.
