Work on UP's ex SP TOFC yard in LA starting

The old ex SP LATC (Los Angeles Transportation Center) TOFC/COFC yard just east of downtown LA is getting some much needed work performed. I haven't seen the plans so I don't know what type of construction is taking place but UP badly needs more loading tracks at LATC, East LA and at City of Industry.

Anybody know what kind of work is being done? Maybe some dirty dirt will have to be loaded and moved out too, probably to Utah.
