In the video that was posted on Altamont of the CTC meeting, the NCRA said the railroad would never go North of Willits. The NCRA said they were saddled with the whole line by the legislature and that an EIR on a portion of the line that wouldn't operate was unnecessary expense. The lawsuits are eating up all the money over nothing. The NWP was profitable on the portion that was operating, but the lawsuits over the part that would never see a train again were draining.

It seems that the lege needs to take the line north of Willits off NCRA's hands or give them more taxpayer money to cover litigation costs.
