The best public works job I ever saw was a repaving that started as expected, and the asphalt was flattened. The next day boggles my mind. A dump truck, while the hopper was tipped, and the small chute open, slowly made it's way dumping gravel on the new road. Five "Sweepers" with brooms walked behind the truck, sweeping the overpoured gravel into an area the width of an average lane. After that, two street sweeper vehicles followed the parade down the street, picking up ALL the gravel that was originally dumped!
It was like a Public Works "Disneyland style" parade down the street, as you can imagine all the other guys standing (getting paid) to watch the whole charade.
