Same with the movement of grain to China. At one time empty 40' containers almost cost as much to ship back to china as they did to make brand new. Some smart guy started figuring that if you filled them with grain the railroaders and shipping companies would hauls them West for not much more that the most of the fuel. Started a booming business.
