The reason given is to have a counterweight to CRRC (which even after the merger, CRRC would still be twice the size). The high-speed rail market may be one place where some synergies could be realized, but, for example the light-rail vehicle departments may see resistance from the anti-trust legislations. At the moment, Siemens is also much stronger than Alstom when it comes to locomotives; the Vectron turns into a best-seller…
