Ah, yes, the ironies of our "system"--special interest lobbies. Agriculture wields a huge stick in our political system here--as in most agricultural States. It's coming down to a "give us a rail alternative and keep its rates low or we'll tear up your roads. What the State has no control over is their BNSF connection past Cheney and how they play in the rate-making structure. What there is definite evidence of is that as soon as Watco was "persuaded" to reopen the line, trains started running again.
